Resident Evil: Operation Raccoon City to kolejny spin-off popularnej serii survival horrorów. Tym razem Capcom postanowił powierzyć swoją markę zespołowi Slant Six Games, który w swoim dorobku ma między innymi gry z serii SOCOM. Akcja tego tytułu, mocno związanego z drugą i trzecią częścią cyklu, rozgrywa się w 1998 roku. W grze wcielamy się w role członków Umbrella Security Services (USS), czyli przeciwników postaci, które mieliśmy okazję kontrolować w Resident Evil 2 oraz Resident Evil 3: Nemesis. Twórcy Operation Raccon City zaprezentowali tu trójstronny konflikt pomiędzy USS, siłami specjalnymi USA oraz biologicznie zmodyfikowanymi monstrami stworzonymi przez Umbrellę, reprezentowanymi przede wszystkim przez hordy zombie.
